Ireland runs one of the more layered VAT systems in the EU: 23% standard, 13.5% on many services, 9% on a shifting list that gained food service and hairdressing in July 2026, 4.8% for livestock, and a broad 0% band covering most groceries, books, and children's clothing. When in doubt, Revenue's VAT rate database lists the rate per product category.

The arithmetic is the same at every rate: multiply the net by 1 plus the rate to add VAT, divide the gross by the same factor to remove it. €500 net at 13.5% is €567.50 gross; €567.50 divided by 1.135 brings back the €500.

How do I remove 23% VAT from a price?

Divide the gross price by 1.23. A €123 total becomes €100 net with €23 of VAT. For the 13.5% rate divide by 1.135, and for 9% divide by 1.09.

What are the VAT rates in Ireland?

The standard rate is 23%. The 13.5% reduced rate covers services like construction, repairs, and fuel for heating. The 9% second reduced rate applies to newspapers, sporting facilities, and, since 1 July 2026, food and catering services and hairdressing. A 4.8% rate exists only for livestock, and a 0% rate covers most food, books, oral medicines, and children's clothing.

Why does Ireland have a 4.8% rate?

It is a special reduced rate for the supply of livestock (cattle, sheep, and similar), a leftover from arrangements made for the agricultural sector when EU VAT rules were harmonised. Outside farming you will never meet it.

What is the difference between zero-rated and exempt in Ireland?

Zero-rated sales (most food, books, children's clothes) are taxable at 0%, so the seller can still reclaim VAT on costs. Exempt activities (financial services, education, medical care) cannot reclaim input VAT. The distinction matters mainly for businesses.

When must an Irish business register for VAT?

The general thresholds are €85,000 of turnover for goods and €42,500 for services (since January 2025). Below those, registration is optional.
